private consignees in the Dominions and
Colonies.

3. as the dovernants of the Dominions have
agreed to adoet the practice pursued by His
Majesty's Government in the United Kingdom
of requiring a Huchao from the Central
Government before permitting the export of
arms to China, it would appear highly
improbable that British firms could be held
responsible for any infringement of the
Chinese regulations which may have occurred.
4. In the case, however, of foreign firms
exporting military arms via Hongkong to China,
the e can clearly not be the same measure of
control. While the Governor can insist on
the production of a Central Government Huсnao
before permitting the re-export of arms to
China, it is only in certain exceptional
circumstances under Articles D, 7, 8 and 9 of
the tatute of Freedom of Transit adopted at
Barcelona/
